3  Data-Driven vs. Intuition-Based Decision Making

3.1 Decision Making in Organisations

Every organisation, every day, runs on a stream of decisions — large and small, strategic and operational, deliberate and reflexive.

A decision is a commitment to a course of action under conditions of uncertainty. The quality of an organisation’s decisions, accumulated across thousands of choices each day, is the strongest single predictor of its long-run performance.

Two broad styles of decision making are at work in every firm:

  • Data-driven decision making (DDDM) — choices grounded in evidence drawn from data, statistical analysis, and explicit models.
  • Intuition-based decision making — choices grounded in experience, judgement, pattern recognition, and personal expertise.

Neither style is inherently superior. The question is when each is appropriate, how the two should combine, and how to recognise the failure modes of each.

3.2 Data-Driven Decision Making

Data-Driven Decision Making (DDDM) is the practice of basing decisions on the systematic analysis of data, rather than on assumption, anecdote, or personal opinion. It treats data and the analytical process as the primary inputs to a managerial choice.

3.2.1 Characteristics of Data-Driven Decisions

  • Evidence-led: The decision rests on objective measurements, not on the loudest opinion in the room.
  • Reproducible: Two analysts looking at the same data should reach the same recommendation.
  • Quantified uncertainty: Forecasts are stated with confidence intervals; outcomes are estimated probabilistically.
  • Auditable: The reasoning, the data, and the model can be inspected after the fact.
  • Continuously improvable: Outcomes are tracked, models are updated, and decisions become better over time.

3.2.2 Why Data-Driven Decisions Outperform

In a widely cited Harvard Business Review article based on a study of 179 large publicly traded firms, Andrew McAfee & Erik Brynjolfsson (2012) reported that companies in the top third of their industry on data-driven decision making were, on average, five per cent more productive and six per cent more profitable than their competitors. The relationship held even after controlling for traditional drivers of productivity such as labour, capital, and IT investment. The empirical case for DDDM rests on findings of this kind.

Beyond aggregate productivity, data-driven decisions tend to deliver:

  • Better targeting — marketing spend, lending decisions, and pricing reach the right customer at the right moment.
  • Earlier warning — fraud, churn, and equipment failure are detected before they cascade into loss.
  • Faster cycles — dashboards and automated decisioning shorten the time between event and action.
  • Reduced bias — well-designed models can reduce, though not eliminate, the cognitive biases that distort human judgement.

3.3 Intuition-Based Decision Making

Intuition-Based Decision Making is the practice of choosing a course of action through pattern recognition, accumulated experience, and judgement, often without explicit analytical reasoning. The decision feels immediate; the reasoning behind it is often implicit.

3.3.1 When Intuition Works

Intuition is not the opposite of intelligence. In domains where the decision maker has long experience and rapid feedback, intuition can be remarkably accurate. The classic examples include:

  • Experienced firefighters sensing a building is about to collapse before any quantitative cue is visible.
  • Senior clinicians recognising a rare presentation in seconds because they have seen it before.
  • Skilled negotiators reading the room and adjusting tone in real time.

The conditions under which intuition is trustworthy are well established:

  • The environment is sufficiently regular for patterns to recur.
  • The decision maker has had extensive practice in that specific domain.
  • The feedback is rapid and unambiguous so that learning can happen.

When these conditions hold, expert intuition is a form of compressed, cumulative analysis carried out below conscious awareness.

3.3.2 When Intuition Fails

In Thinking, Fast and Slow, Daniel Kahneman (2011) documents how intuition reliably fails when the environment is irregular, when feedback is delayed or ambiguous, or when the problem differs even slightly from what the decision maker has seen before. The decision still feels confident, but the confidence is no longer calibrated to the underlying uncertainty.

Common failure modes include:

  • Overconfidence in unfamiliar territory: The decision maker treats novel situations as if they resembled familiar ones.
  • Pattern-matching from a small sample: Two or three vivid past cases are treated as if they were representative.
  • Reasoning from anecdote: A memorable success or failure outweighs a hundred ordinary outcomes.
  • Ignoring base rates: The decision maker focuses on the specific case and forgets how often similar cases turn out one way or another.

3.5 Cognitive Biases that Distort Decisions

Even highly experienced decision makers fall prey to systematic cognitive biases that distort intuitive judgement. A short catalogue of the most consequential ones:

  • Confirmation Bias: Seeking out and weighting evidence that supports an existing belief, while discounting evidence that challenges it.
  • Anchoring: Allowing an initial number — a list price, a forecast, a first offer — to dominate subsequent estimates.
  • Availability Heuristic: Judging the probability of an event by how easily an example comes to mind, rather than by base rates.
  • Recency Bias: Over-weighting the most recent observation, especially in volatile or trending data.
  • Framing Effect: Reaching different conclusions about the same facts depending on whether they are presented in terms of gains or losses.
  • Overconfidence: Believing one’s predictions are more accurate than the historical track record warrants.
  • Sunk-Cost Fallacy: Continuing to invest in a failing course of action because of resources already committed.
  • Survivorship Bias: Drawing lessons only from successful cases, while the often more numerous failed cases remain invisible.
  • Hindsight Bias: Seeing past outcomes as having been predictable, which inflates confidence in future predictions.

Well-designed analytics can reduce these biases — but it cannot eliminate them. Models inherit the biases present in their training data, and dashboards can be read selectively. Awareness is the first defence.

3.6 When to Use Data, When to Use Intuition

The mature decision maker does not choose between data and intuition; they choose the right blend for the decision at hand. Three properties of the decision determine the blend:

  • Repeatability: How often does this decision recur? High repeatability favours data and automation.
  • Data availability: Is there relevant, reliable data on which to base a model? Low availability forces reliance on judgement.
  • Stakes and reversibility: How costly is an error, and how easily can it be undone? High stakes and low reversibility argue for combining both.

3.7 The Hybrid Approach: Evidence-Based Decision Making

The most reliable practice in mature organisations is Evidence-Based Decision Making, a deliberate hybrid that uses data to constrain and discipline intuition, and uses intuition to interpret and contextualise data.

The cycle has six stages:

  • Frame the decision: State explicitly what is being decided, who decides, and what success looks like.
  • Gather and assess data: Identify relevant data, evaluate its quality, and acknowledge what is missing.
  • Model or analyse: Apply the appropriate analytical technique — descriptive, predictive, or prescriptive.
  • Apply expert judgement: Interpret the analytical output in light of context, ethics, and considerations the model cannot capture.
  • Decide and commit: Make the call and articulate the reasoning so it can be revisited.
  • Track outcome and learn: Compare what happened with what was expected and feed the lesson back into the next decision.

The hybrid approach respects the strengths of each style: data brings calibration and consistency; intuition brings context, ethics, and the ability to act under genuine novelty.

3.8 Conditions for Trustworthy Data-Driven Decisions

Not every decision wrapped in numbers is genuinely data-driven. Four conditions must hold for a data-driven decision to be trustworthy.

  • Data quality: The underlying data must be accurate, complete, timely, and representative of the population the decision affects. Dirty data produces clean-looking but wrong recommendations.

  • Model validity: The analytical method must be appropriate to the question. A regression that explains 12 per cent of the variance is being asked to support too much weight if it is treated as a forecast.

  • Decision relevance: The variable predicted by the model must be the variable that matters for the decision. Predicting click-through is not the same as predicting profitable purchase.

  • Organisational adoption: The recommendation must reach the decision maker in time, in a form they can use, and in a culture willing to act on it. The most accurate model in the world adds zero value if its output is ignored.

3.9 Illustrative Cases

The following short cases illustrate how the two styles operate, succeed, and fail in practice. They are based on publicly available information about each organisation. The interpretations are the author’s.

Capital One — A Pioneer of Data-Driven Banking

Capital One has long described itself as an information-based business. From its earliest days, the firm built credit-card products by running large-scale experiments — varying interest rates, fees, and terms across customer segments and measuring the results. The firm’s competitive position was built on the scale and speed of these data-driven experiments rather than on traditional banking intuition alone.

Netflix — Data Plus Editorial Judgement

Netflix is widely cited for its data-driven personalisation engine, but its content commissioning shows the hybrid pattern. Algorithms surface signals about what audiences engage with; senior content executives use those signals alongside their own editorial judgement to decide which projects to greenlight. Pure data without judgement would not commission a creator-driven hit; pure judgement without data would not know which audience to invest behind.

Apple Under Steve Jobs — A High-Profile Case for Intuition

Apple under Steve Jobs is often offered as a counter-example to DDDM. Jobs famously distrusted customer surveys for genuinely new products, arguing that customers cannot reliably articulate desire for things that do not yet exist. The example is real, but the lesson is narrower than it is sometimes presented: it concerns the launch of products in categories that did not yet exist, where data is by definition unavailable. It is not an argument against data-driven pricing, supply chain management, or operations — all of which Apple does with great rigour.

“New Coke” (1985) — A Cautionary Tale of Data Without Context

The Coca-Cola Company’s 1985 launch of “New Coke” is often cited as a famous failure of decision making. Extensive blind taste tests indicated that consumers preferred the sweeter new formula. The data was not wrong; the decision was wrong. The taste tests measured taste preference in isolation, but the decision concerned a brand whose value to consumers was bound up with identity, nostalgia, and ritual — variables the taste tests did not measure. The case is a classic illustration of the decision relevance condition: predicting the right variable matters more than predicting any variable accurately.

Indian Banking Risk Models

Indian retail banks routinely use credit-scoring models for personal loans, credit cards, and consumer durable financing. The models capture income, repayment history, employment patterns, and digital footprints. Loan officers add judgement at the margins — for files where the model is borderline, where local knowledge matters, or where the regulatory or relationship context is unusual. The blend of model-driven base rates and human judgement at the edges is characteristic of mature DDDM practice in regulated industries.

3.10 Common Pitfalls

  • HiPPO Decisions: Defaulting to the highest paid person’s opinion in a meeting, regardless of what the data shows.

  • Data Theatre: Reaching a decision intuitively, then assembling charts that justify it. The charts perform certainty rather than producing it.

  • Spurious Precision: Reporting a forecast to two decimal places when the underlying model has wide error bars. False precision misleads decision makers about how confident to be.

  • Confusing Correlation with Causation: Acting on a relationship discovered in observational data as if intervening on the input would produce the same change in the outcome.

  • Survivorship-Driven Strategy: Studying only successful firms, products, or campaigns, and missing what made the failures fail.

  • Model-Worship: Treating the model output as truth and ignoring the assumptions behind it. Every model is a simplification.

  • Paralysis by Analysis: Demanding additional data when the cost of delay exceeds the value of the additional information.

  • Ignoring the Decision Loop: Making decisions but not tracking outcomes, so the organisation never learns whether its data-driven choices are actually working.
